Leveling up your Citadel is one of the most critical ways to get ahead in Final Fantasy: A New Empire.
Need to know which Building Blueprints you need for which levels?
30 to 40 – Royal
41 to 50 – Exalted
51 to 60 – Divine
61 to 70 – Elite
71 to 80 – Majestic
81 to 90 – Grandiose
91 to 100 – Master Grandiose
101 to 110 – Dark
111 to 120 – Dark Master
121 to 130 – Dark Royal
131 to 140 – Dark Infused
141 to 150 – Dark Corrupted
151 to 160 – Dark Chaotic
161 to 170 – Resplendent
171 to 180 – Twilight
181 to 190 – Illustrious
191 to 200 – Valorous
201 to 210 – Triumphant
211 to 220 – Extravagant
221 to 230 – Luminous
231 to 240 – Distinguished
241 to 250 – Opulent
251 to 260 – Prolific
271 to 280 – Ostentatious
281 to 290 – Gleaming

Next, let’s break down each set of Building Blueprints and see what new benefits they bring along with how many blueprints you need to ascend.
Disclaimer – Please keep in mind:
- Some Blueprint Building Charts will be missing due to server one’s release containing a massive jump in instant levels.
- If there is no Blueprint Building Chart and you’d like to fill in the gaps, feel free! It would be a tremendous help to the community and very appreciative. Make sure to forward it to one of the admins to add it to the Hub rooms and feature it in this guide!
Beginning first at Citadel 31, every ten Citadel building levels unlocks new boosts with Ascensions, as well as a fun announcement to “behold” in your realm’s chat.
Attackers and traps alike always need to balance the cost of growing with the benefits obtained. This article will cover what features each Ascension will grant you and just how many Blueprints will be required to get you there.
Royal Blueprints – Citadel 31 to 40
By this point, you should have already unlocked T3 and T4 troops. If not, I recommend waiting to ascend before you complete these critical combat researches. This Ascension tier unlocks T5 combat troops and all types of Empire Expansions and the Astral Shrine by CItadel 40.
Royal Blueprints are needed for these building levels.
Exalted Blueprints – Citadel 41 to 50
Younger servers still at this point will have access to free royal and exalted Blueprints from hitting monsters. This Ascension tier unlocks T6 combat troops as well as the third Empire Expansion slot.
Divine Blueprints – Citadel 51 to 60
Building from Citadel 51 to Citadel 60 unlocks T7 combat troops.
- 57 unlocks T7 Siege
- 58 unlocks T7 Warriors
- 59 unlocks T7 Mage
- 60 unlocks T7 Cavalry
Divine Building Blueprints are relatively easy to come by, but the speeds are not! It’s vital to use Oracle and Hero research boosts to reduce the time spent researching so that speed-ups can be conserved for building.
Citadel 60 also unlocks the fourth Empire Expansion slot.
Elite Blueprints – Citadel 61 to 70
T8 troops get unlocked during this Ascension tier.
Similar to T7 troops, University level:
- 67 unlocks T8 Sieges
- 68 unlocks T8 Warriors
- 69 unlocks T8 Mages
- 70 unlocks T8 Cavalry.
Citadel 70 also unlocks the fifth Empire Expansion slot obtained from leveling your Citadel.
Two additional slots can be unlocked with Ravus’s Mastery Skill, Expanded Influence. Additionally, +1 Empire Expansion slot unlock through the Gold Store.
Majestic Blueprints – Citadel 71 to 80
Younger servers at this point will find Cindy’s realm boss scavenging skill helpful to nab Majestic and below Blueprints. This will help you to unlock T9 troops.
Master Delegator’s Gear will help reduce the speed and increase the building’s cost efficiency during these levels.
Grandiose Blueprints – Citadel 81 to 90
Master Delegator’s Gear is also helpful in reducing the speed and increasing its cost efficiency during these levels. T8 elemental troops are also unlocked during this timeframe.
Master Grandiose Blueprints – Citadel 91 to 100
Citadel 100 is the last building level before the Dark World reset. In addition to substantial boosts from building, including huge jumps in troop capacity, additional researches under the Grandiose Combat tree also help to unlock T9 and T10 traps and T10 troops.
Dark Building Blueprints — Citadel 101 to 110
Citadel 101 to Citadel 110 was the first Ascension after the Dark World reset. At this point, virtually every boost from prior levels became moot, other than boosts affecting speeds or troop capacities.
This Ascension also provides access to several new buildings unavailable to lower-level builds, including the Dark Workshop and Dark Strategy Hall.
Dark Master Building Blueprints – Citadel 111 to 120
Citadel 120 adds more boosts to Dark Troops, as well as massive boosts to pre-dark combat, which are irrelevant. We also see a maximum of 58 million resource trade capacity, which is great for helping to build up farms or littles in your guild.
Dark Royal Building Blueprints – Citadel 121 to 130
Citadel 130 provides huge boosts to Dark Mercenary Troop capacity (one trillion) and overall Dark Troop capacity (ten trillion!) that are extremely helpful for maintaining defenses in the Dark World. Dark March size is increased to a whopping 105 million, which puts us back very close to the types of stats we saw before the Dark World reset.
Dark Infused Building Blueprints – Citadel 131 to 140
Citadel 140 provides yet even bigger boosts for dark combat, adding now Dark Elemental troops in addition to Dark Mercenary troops. Capacity and march size boosts continue to be increased, to the point that a display change was necessary for high values in the game. “M” represents “millions,” “B” represents “billions,” “T” represents “trillions,” “KT” represents “quadrillions,” and so on.
Dark Corrupted Building Blueprints – Citadel 141 to 150
Citadel 141 is a prerequisite to begin T3 Dark Elemental troops. Before use, these need to be researched in the Dark Elementals research tree and then trained in the Elemancy Hall. Other than the anticipated higher values on previously boosted stats, the primary focus for these levels is T3 through T5 Dark Elemental troops and Corrupted Empire Expansion Building levels (41 through 50).
Dark Chaotic – Citadel 151 to 160
(August 5th, 2019)
Resplendent – Citadel 161 to 170
(September 3rd, 2019)
Twilight – Citadel 171 to 180
(October 8th, 2019)
Upon Citadel 180 release, the Prison grants additional Captured Hero Bonuses!
Illustrious – Citadel 181 to 190
(November 5th, 2019)
The Banishment Portal bonuses receive an update, and now you can gain additional bonuses for every enemy hero you banish. Also, at Citadel 181+, you will earn Elite Troop bonuses from the Guild Hall!
Valorous – Citadel 191 to 200
Triumphant – Citadel 201 to 210

Extravagant – Citadel 211 to 220
(January 28th, 2020)
Luminous – Citadel 221 to 230
(March 4th, 2020)
Citadel 220+ now requires you to use T4 Dark Resources, Luminous Speed Ups, as well as Luminous Gemstones.
Distinguished – Citadel 231 to 240
(March 24th, 2020)
Opulent – 241 to 250
(May 5th, 2020)
Up until Citadel 240, the 6M March Size has remained unchanged. When Citadel 250 was released, enabling you to increase your Dark Core, Elemental, and Mercenary March Size from level 241 on, Citadel 241 drastically increased from 6M March Size to 45B Dark Core, Elemental, and Mercenary March Size alone.
Prolific – 251 to 260
(June 3rd, 2020)
Players will now receive NEW Magitek Chests after leveling their Citadels, so if you’re close, then collect those Hexatheon Chests and sit on them until then! When Verstael and Kingsglaive Noctis comes around, they will be handy.
Replete – 261 to 270
(July 21st, 2020)
Players now can acquire Troop Training Items after leveling their Citadels, such as Essense for your Dark Elementals, along with Troop Commendations for your Troop Academy!
Ostentatious – 271 to 280
(August 18, 2020)
Gleaming – 281 to 290
(September 15th, 2020)
Between Citadel 280-290 is when Royal Dark stats start making their way into Eos. Keep in mind that Royal Dark stats ADDS onto PRE-EXISTING Dark stats at a 1% Royal Dark = 1T% Dark basis.
100% Royal Dark Guardian HP adds to your current Dark Guardian HP
100% Royal Dark Guardian HP = 100T% Dark Guardian HP
Copious – 291 to 300
(October 14th, 2020)
Citadel 291+ now requires new items such as T5 RSS, Opulent Speed Ups, and Gemstones.
Vigorous – 301 to 310
(November 10th, 2020)
Citadel 301+ now provides additional Royal Dark bonuses to your Banishment Portal, Hospital, Hospital Ward, and Resource Buildings.

Keep Building Up
DncingRetsuko: “It’s important to keep building up your Empire, as each Empire Ascension unlocks new boosts and new features. Along the way, other buildings can be unlocked to help further you grow. Keep in mind that building up adds a lot of power quickly, which can be great for some and harmful to others (such as traps trying to hide their power). Decide which buildings you want to focus on based on the boosts they offer, as they apply to your playing style.
For servers that have them available, Delegator Gear and Dark Delegator Gear, as well as Cindy’s or Noctis’s construction boosts, are great for reducing resources and speed-up costs while building. The Oracle Temple and certain research trees (especially Adventurer and Economics) also have many great boosts that can help you keep costs down.”
Why is it important to build at least two levels per Citadel release?
In the Dark World, you will notice that Citadels are about two levels after release, completely dominating players in RvR and such; some have yet to remain puzzled as to why.
While other factors play into this concept, there is one major factor that contributes to the theory. You will notice after Citadel 101 that each of the buildings will have additional stats that help bolster your Empire.
At the second level of each release, there is a significant jump in stats.
Here are the various examples below with buildings throughout the releases. While it looks like a nice bump with one level, see what jump the second level does before it starts to plateau.
Level 120 stats:
- 16.5M Dark Rally Capacity
- 2,000% Dark Rally Attack
Level 121 stats:
- 46.5M Dark Rally Capacity
- 18.6M Dark Mercenary Rally Capacity
- 152,000% Dark Rally Attack
Level 122 stats:
- 132M Dark Rally Capacity
- 66.5M Dark Mercenary Rally Capacity
- 531,294.28% Dark Rally Attack.
Level 190 stats:
- 503M% Dark City Defense HP
- 1.5B% Dark City Defense Armor
- 2B% Dark City Defense Attack
Level 191 stats:
- 878M% Dark City Defense HP
- 2.63B% Dark City Defense Armor
- 2.75B% Dark City Defense Attack
Level 192 stats:
- 1.8B% Dark City Defense HP
- 5.39B% Dark City Defense Armor
- 4.94% Dark City Defense Attack
Level 240 stats:

Building your Resource buildings will become useful when the Dark World comes; make it for the stats since the production is outdated. Farm, Quarry, Mine, and Energy will provide you with Dark Elemental benefits.
Level 280 stats:
- 25.8T% Dark Elemental HP
- 77.3T% Dark Elemental Armor
- 51.5T% Dark Elemental Attack
Level 281 stats:
- 33.3T% Dark Elemental HP
- 99.8T% Dark Elemental Armor
- 66.5T% Dark Elemental Attack
Level 282 stats:
- 59.1T% Dark Elemental HP
- 177T% Dark Elemental Armor
- 118T% Dark Elemental Attack
At the Citadel 310 release, they each will contain
- 400% Royal Dark Elemental Attack Resistance
- 200% Royal Dark Elemental Cripple HP
- 600% Royal Dark Elemental Armor Piercing
Remember that these Royal stats will add to your existing Dark ones. 400% Royal Dark Elemental Attack Resistance is equivalent to 400T% Dark Elemental Attack Resistance!
